That's being emitted from Material Components library (by Google). Not sure if I can do anything about it. I liked the previous shaded background more than this one.
OK. This is a very annoying addition. Still not sure if it's possible to revert back to the usual one.
It's possible to disable this horrendous (and CPU intensive) feature from developer options:
