Double charge $ on entryfee when teleporting to nether

when I set entry fee on nether world lets say $10 /mvtp world_nether works fine I got charged $10 but when going to nether through nether portal I got charged twice! 10$ then $10 and If I don't have enough like I have only $15 I lose $10 first and get a message that I don't have enough by that I don't get teleported

Hmm yeah... I'm seeing this is the case too. I'm really wondering if something changes in 1.13 that is causing this. I'm guessing maybe portal events were not counting as teleport events in previous versions? The code we use for this has been in the plugin since 2011...
