Mail functionality/system.

Is your feature request related to a problem? Please describe. I'm always frustrated when i cant send offline players a message.

Describe the solution you'd like You could implement a mail functionality like in EssentialsX.

This is very likely to be added in v1.9 when we get full MySQL and SQLite support :)

This a note for myself to view the above issue about the admin mail system as it might be possible to implement some of the functionality suggested there.
