Chat messages containing hex colour codes don't appear in chat.

Describe the bug Any chat message containing hex colour codes doesn't appear to anyone on the same spigot server as the sender.

To Reproduce Use a MultiChat set-up with paper builds newer than build 473.

Expected behavior The messages containing hex colour codes appear as normal.
