Quick fix re: branching forwarded requests.

Perhaps we could have a Duplicate option that copies the whole request (including the user and all communications) with a new tracking number and the initial option to assign a new agency. Then a follow up can be sent to the new agency letting them know that the FOIA was forwarded.
