Improve Embedded Assignments with data

The documents themselves appear below(?) the questions and require a lot of scrolling that just no one is going to do. We should bump the document viewer back up to the right side and maybe extend the Assignment into the righthand column when possible, like on Project pages.

Embedding Assignments with Data is not recommended right now until we can come up with a better way of handling, but there's a lot of issues that probably won't be able to be addressed anytime soon. Leaving this issue open for now because I couldn't find another open issue directly addressing the problem, but there is some relevant commentary here.

The best short term workarounds are instead creating a button and opening the assignment in a new page (probably the best experience right now) or creating a really long height in the iframe embed code (not particularly good experience but at least better than scrolling frames within frames).
