Request submit time incorrect for requests that originally had no contact info

This request originally didn't have any contact info for the department I was requesting, but was corrected by MR staff (thanks!): https://www.muckrock.com/foi/cook-county-365/aggregated-retail-sales-tax-reports-data-cook-county-department-of-revenue-53871/

The date submitted for this request is May 14th, but when through its raw email, the request was instead sent on May 21st. Would it make sense to make a distinction between created time and submitted time in this case?
