When I click a search result, sometimes it fails to take me to the page that the hit is on

I noticed this issue while writing another ticket about search results. Thought you might want it documented here.

This behavior seems to happen with random documents. Haven't noticed a pattern yet.

Expected behavior

• Given I've done a search that includes a problem document. E.g. searching for "wl 7077633" returns one.
• When I click the matching page (e.g. Page 9 for Janaury 2017 River District Counsel Report)
• Then I should be taken to the page that the match is on

Actual behavior

I'm taken to the first page of the document, not page 9.

Impact

The impact of this is that as a user it is difficult for me to see where on the page my search term was located. This significantly undermines the value of the search feature.

Workarounds

• Memorize the page number before clicking the link and then scroll to the correct page. This is difficult for a user to anticipate though, especially because the problem behavior happens randomly.
