When I do a search within a document, from the viewer, on some documents when I click the search result it takes me to the OCR view, not the page image view

To reproduce

• Go to https://www.documentcloud.org/documents/1306753-aaf-draft-eis-appendix-navigation-and-coast-guard
• Click the search glass in the top right corner and enter a term e.g. "river" and submit
• Click one of the search results
• Then I see the OCR text view, not the page image view
