[request] Configure mining levels for block breakers

Some mods (like Tinkers Construct and Gregtech) have blocks/mining levels which go beyond level 3, and can jam up the block breaker. Both as a player and a pack dev, the ability to set the mining levels of the block breakers to break these blocks would be greatly appreciated.

Will add ability to configure mining level of both the regular and diamond block breakers.

Blocked pending re-implementation of block breaker. Also mining levels are not integer based anymore, so this may not apply anymore.
