What is the steam ID we are supposed to set in the example?

Excuse my ignorance because I am new to using steamworks.

Is this steam ID the app ID? The steam64 id? (ie 76561198361203798) how can I retrieve this?

Could an amendment me made to the readme to maybe include this info or a bit on what the target id is and why/how to set it?
