Handle GET requests to DDB's `/v5/character` endpoint

This would help with supporting the usage of other tools such as the ddb-party-view mod for Talespire which relies on this endpoint (and the raw data) being reachable through a proxy.

I recently had a need to implement a proxy for this, and while I did, it crossed my mind that I could save resources by running 1 proxy vs 2 (as I use both FoundryVTT and Talespire).
