Have you tried?

DATABASE_URL="mysql://bitwarden_rs:1H0UsQVzSaYGrKN4@localhost/bitwarden"

i.e. without the _rs at the end?

If it doesn't work might make sense to ask upstream in https://github.com/dani-garcia/bitwarden_rs
