Cloudflare status might be added as second URL monitor next to Google Safe Browsing

As of Mar 3, 2018 ttps://telegram.tokyo is shown as no generic blocker
ethereum_scam_database

But Cloudflare blocks it as a phishing site, and we may list blocking status of it also.
Not sure exact behavior of them though.

According the announce made here https://blog.cloudflare.com/announcing-1111/ Cloudflare might become the best option for DNS resolver, to filter out exploits we concerned.

Yet another public services, which can be incorporated as cross reference would be VirusTotal and Metacert I guess, and those API are referred in these public repos below. https://github.com/toddmotto/public-apis#anti-malware https://github.com/deralexxx/security-apis https://public.apis.zone/

There are some conflict always between these services upon new entries black or white. Having cross reference will accelerate consensus between them.
