Exclude repos that already have an open issues logged by [the user of this program]

As a person who uses this tool to find bad links with readme files in other peoples repos I want to be able to stop the tool finding and checking repos where I have already have an open issue So that the tool can focus on repos that have unreported bad links and also prevent the change for dupe issues to be reported.
