DW3 and DW2003 do not work

What steps will reproduce the problem?
1. get any random iso/bin-cue file from the internet of DW 3 or DW 2003
2. conver it to eboot, go to asuka in go down the ladder go trough the door, 
graphical gltich, if you are running pops 3.71-3.72 every NPC but sellers are 
gone, including plot critical ones.
3. switch the ID to SLPS 01724

What is the expected output? What do you see instead?

The game running

What version of the product are you using? On what operating system?
First tested on CFW pro 6.39 then on 6.60

Please provide any additional information below.

It seems it's a problem related with the pro cfw and it's pops, i've seen 
people running this with ME 6.60
