Key presses sporadically not registering

After waking from suspend, some keypresses do not work. Certain keypresses (like left Shift or x or z) do not work until restarting the OS (tested across several 5.x kernel versions). Sometimes holding the affected key for a minute or so will fix the problem. This affects both a graphical session and the TTY. I noticed this behavior with the 4.12, 4.13, and 4.16 releases (skipped 4.14) on Lulu.

this sounds more like some odd kernel bug than a firmware issue, since LULU's EC firmware hasn't changed in years
