USB Power on when PC is off

In BIOS parameters, would like to enable USB 3.0 powered on when PC is off, so that my Chromebook can double as a backup power supply for my USB charged cell phone.

on what device? I've tried toggling the firmware flags on for USB power, but to no effect. Might be a hardware limitation

Hey, thanks! I have an Acer CB3-131 series model N15Q10. Is a great experience with GalliumOS. Would like it to also be the backup power for my Android phone.
