Lua and xml files should be loaded based on langtype or config key

some lua files and xml have suffix/preffix based on langtype/hexed type fix this or add config

_EN is custom suffix. it can be on any patched client
_sak is for sakray client. also client may load _sak files if using wrong server type in clientinfo
and _true for main/primary clients. it can depend on servertype in clientinfo too
so normally if no mistakes main clients must load _true
and sakray clients must load _sak
