Settings menu opens in fixed position and cannot be moved

The settings menu is a modal dialog that blocks the main UI. However, the window cannot be moved.

On a multi-monitor Windows 10 setup the settings menu always opens on the primary monitor (and cannot be moved).

This issue is resolved if the settings menu can be moved.
