Unable to Access Collection Log

When using the /neututorial command, pages 7 and 8 mention using the collection log. Page 7 says that the collection log can be accessed with the /neucl command, or via the "QuickCommand". The /neucl command says it's an unknown command when I run it, and I don't see the collection log in the QuickCommand menu. How do I access this feature of the mod?
