Mouse was captured on fullscreen even though game window wasn't active nearly softlocking my computer

The game went fullscreen but the window wasn't active for some reason, but it still captured my mouse keeping it in the center of the screen. I tried clicking on the other window my mouse was force to hover over, but that didn't fix it, even though I could interact with it like highlighting text and stuff. I tried pressing the windows button, but that didn't fix it either. I had to ctrl+alt+tab over to the game window, so I could unfullscreen it. Then My mouse was free.

I pressed "Start Game" and it went fullscreen while capturing my mouse, but chrome was visible instead of the game. I couldn't find a way to replicate this. I might have clicked on the game and then chrome before it could go fully fullscreen? Maybe chrome made itself active?
