[Feature Request] Support for announcements

[MoralCode]

having a way to announce things (like spirit days, or scheduled system maintainence) without changing the names of the schedules would be useful.

this could be fairly simple by setting up a database table with the date(s) the announcement should be in effect, and a message/severity (and possibly a filter to limit to a specific school or not)
