BlockBench animations are unaffected by tickrate

Tested using the G4mespeed mod, Fabric 0.12.12, Figura figura-0.0.8-rc.3. Blockbench animations always run at their typical speed (or the speed set using setSpeed()) regardless of the tickrate, unlike other client-side animations.
