xdelta3 2.0.8 binary is not usuable on Feralhosting / 64bit systems

The included xdelta3 binary with release 2.0.8 does not run on Feralhosting seedboxes / other systems due to the 32bit support libraries not having been installed. For now the solution...

Seems to be an issue when trying to copy the xdelta-3.1.0-x86_64.exe across different storage drives.
