TE: Sound Infos tab : don't reload if order hasn't changed

In the Sound Infos tab, the first part area shows all catalogs that are loaded in for the project.

When you want to click on one of the buttons, it's possible to accidentally slip a little, triggering the drop event, and consequently reloading all catalogs. Even if nothing has moved. I have a few catalogs and it takes 3 seconds to reload them (not much, but annoying).

It would be nice to:

• not reload the catalogs if the order hasn't been modified after dragging;
• just don't allow dragging if we're clicking on those buttons.
