Add a way to "user toggle" features in debug UI

We should probably just add this to the existing Feature browser debug UI for features that have .userToggled precondition, as this UI would not realistically be used by developers in real apps, but the feature browser is used in dev and provides all the navigation and info we need to find the right feature in development
