Library/Math: Implement some MathUtil functions

I'm fully aware this conflicts with #509 but this PR implements another 42 additional functions that get this utility a bit closer to be fully implemented.

I will review it when the other one is merged and this is rebased, because the diff/conflicts will be quite brutal and I can more easily check for inline functions after that.

I also kind of screwed myself here. So I'm going to wait for the sead changes as well.

Rebase done. 79 new functions to this class. Before uploading 13 decompme links I would like to solve some of them. Most of them are very minor mismatches. So give me a bit more time to test. I still accept any review comments in the meantime.
