as far as i remember, when i do jailbreaking to open the engine file of minecraft. it was located in some kind of resource pack folder that includes all of addition for every minecraft updates. it was in "vanilla base" thingy, i guess.
the engine file is also the reason how pack creators were be able to create shaders before Render Dragon, knowing it wasn't exist in the pack template. it also include the list of loading screen messages and yellow text on main menu which you can customize with resource pack
