Mohist libraries offline mode

There are currently two ways:

1. Package the installer dependency into server.jar and automatically release it to the local machine when starting
2. ~Use Forge's jarjar function to build part of the installer into universal.jar~

目前有两种方式：

1. 将installer依赖打包进server.jar中，启动时自动释放到本地
2. ~使用Forge的jarjar功能，将部分installer内置到universal.jar~
