[1.20.1] Botania Rod of the Seas does not work

Steps to Reproduce :

Start server on Mohist
Try to right click while holding the Rod of the Seas alongside a source of mana (filled mana tablet, band of Mana)

Description of issue : Intended event is to place a flowing water block like a water bucket but infinitely (provided a source of mana), but it flashes into existence for a split second then disappears.
