[SUPERBUG] Bug in WORLDGUARD

when a player try to place a 2 height block (doors, flowers...) on a WG region in a worldguard region where they do not have permissions, the block is placed but half

How to reproduce:

1º) Make a worldguard region 2º) Make a user without permissions put a block of 2 height (doors, flowers ...) 3º) Walk away and come back to the region 4º) See how the doors have been placed even without having permissions
