Unable to start server

• [X] all dependencies are installed
• [X] all plugins and mods are up to date
• [X] unable to reproduce in Spigot
• [X] unable to reproduce in Fabric

Hello,

When I set up a blank server with banner and just the plugins it works but when I add the modpack nothing happens... impossible to launch the server if I put the mod banner with the modpack.

Step to reproduce

1. Fabric Server Installation
2. Launching the fabric server
3. Accept LUA
4. Stop the server after generating all the files
5. Adding banner and fabric-api
6. Server launch: OK
7. Server shutdown
8. Added server pack
9. Server Launch: KO
