Steps to reproduce

  1. Set Modern Flyouts to startup with Windows
  2. Reboot your PC
  3. When system is loaded, press Alt + Shift

✔️ Expected Behavior

Nothing will pop up

❌ Actual Behavior

Volume control appears Then, when you trigger media popup for the first time (like Fn + F8 or so), this bug seems to disappear
