Update tags

Description

I added a script in MetaMiner that generates parseable tag files for mockbukkit and insterted them. Some notes:

• Removed _all.json and _list.json as they seemed uneccessary
• Added resources for tag types that will currently be unused, this includes everything in the following folders
  • fluids
  • entity_types
  • game_events
• Removed any patterns where tags were inside of tags, I don't know how to generate files for that otherwise. Simplicity is also always key
• Should not build until #982 is merged
