Revisit having TranslatedEnum.TranslateAsLooseConstants

This property strikes me as being somewhat C#-centric and should be more of an emit implementation detail rather than something that gets emitted from the translation stage.

Instead the output emit stage should choose an emit mode based on the context which can be overridden with extensible metadata.
