Use subdivision code instead of name for file name

What problem are we trying to solve? Right now, JSON file names are lengthy. In order to improve search and readability, these should be truncated. One way of accomplishing this would be use the subdivision code instead of the name in the file names.

How do we know when this is done?

• The subdivision code is displayed in the file name instead of subdivision name.

Should we also consider updating the schema to be consistent? I'm less worried about that, but just something to consider.

We can - it's mainly a concern around ease of input and searchability if we want to exclusively provide the subdivision code.
