Investigate automating pre-release analysis

Goal:

• Trigger automation when pre-release is created
• Keep a list of feeds impacted by any change we make to master, and automatically generate this list of feeds impacted per notice for pre-release
• Analyze performance impacts (should include out of memory GCP logs + the corresponding feed IDs)
• Include improvements asked for in #1615
