gbfs Schema and validator updates for GBFS v3.1-RC2

GBFS v3.1-RC2 will be released in May 2025, as per the version release cycles from the governance.

Once it is released, both the GBFS JSON schema and GBFS validator need to be updated to incorporate v3.1-RC2.

The below subissues include all work associated with this effort.

Hi @griseau! Thanks for checking in - all schema and validator changes have been made for v3.1-RC2 except for in the Go language. PR is here: https://github.com/MobilityData/gbfs-validator/pull/204
