Need to provide setting options to facilitate customization.

Some organizations standardize commit messages, which are different from the default rules of plugins.

For example, some companies in type of change use the first 4 letters with the first letter capitalized. There are also differences in the content of the scope. The scope drop-down option should be able to be configured.

Although I really want to send pr, it is a pity that I currently do not have the ability to develop Java.
