[Redesign] Manage missing devices in configuration

Is your feature request related to a problem? Please describe. This is the redesign of the user story for telling MobiFlight what to do, when the configs are referencing devices that are currently not detected.

Describe the solution you'd like

• We want a less intrusive messaging that tells the user that a device is missing
  • No immediate assignment window, only a notification and a hint how to fix it
• The system should be smarter about the suggestion, if the serial or the name are the same, these could be automatically suggested.
• Show the hint about the missing devices in varios views
