As a super low tier items like: fishnet top deco nails choker

Deco nails - 5% less damage froms cheerleaders? even if we close our eyes - there is bomb bottom already for blocking 5% (in average) damage from EVERYONE. It's(nails) ~absolutely useless because of it's tiny value. Choker - ... +1 damage(in best case, if always rounding to a bigger integer ) to knockdowned opponents. Not serious at all.
Is there access to their values to increase them 6-8 times? I don't know how hard is that so at least these three uselesses.
fishnet top - +35% or +40% throw damage
deco nails - -25% or better -50% damage taken from cheerleaders
choker - +60% damage to knockdowned opponents
With these values those items at least will be not lazy to put on situationally
