First message in a group conversation can't be decrypted by others

1. In a group conversation,
2. after someone left,
3. when the first time I send messages to the conversation with the desktop messenger,
4. and my network is not good, the connecting indicator always occur
5. and my messages sent successfully after about 2 minutes due to my bad connection
6. all other people (including my own Android) can't decrypt my first message,
7. but they can decrypt all following messages,

The main reason WebSocket is disconnect, but the send message worker still running, then the encrypt the message over 2000 messages into the future.

Another problem needs resolve, Signal Key decrypt failed, Local Prekey store returned a nil one time prekey! Was the key already processed?
