Fix footprint and text positing for v6.99, still missing tracks

@MitjaNemec, IMHO is ready to merge, I tested against some personal multiple hierarchy projects.

It could be benefited with a code revision but the functional core is working fine.

Thanks for your contribution. It looks fine, but I'd first like to figure out how to publish the plugin. I'll see what should be the preferred way and what options I have (https://forum.kicad.info/t/plugin-versioning/35802), then I'll proceed with this merge and I'll publish the plugin.

Well it took way longer than I expected, but I needed to do significant changes to my build pipeline. So now there are two versions of plugin available. Version 1.x.y is compatible with KiCad 6.0.x and version 2.x.y is compatible with KiCad 6.99+.

I am now setting the same system for my other plugins
