[Feature request] Direct messages

Being able to directly message another user could be good in case you want to communicate with them but don't want to do it via public comments.

Necessary/nice social safety features:

• Users must be able to block direct messages from another user
• Users must be able to report a specific direct message, and admins must be able to quickly view the context around said direct message.
• Admins should be able to read a direct message conversation regardless of whether a report was received or not

Remaining questions:

• Should admins be able to send messages in direct message conversations?
