Build on CentOS 7 requires perl-IPC-Cmd

The build instructions in the README have instructions to install dependencies on CentOS 7. However, for me the build still failed until I installed the perl-IPC-Cmd package.

@pavelbraginskiy can you paste an error stack/message? I've built on CentOS 8 without issue according to the instructions listed in the README.
