This adds an alternative to the header tag named emphasis which is bold and red (by default but themeable) because the header tag is used on some sites, notably soyjak.party, not as an actual header but to be intentionally loud and obnoxious which the current header tag does not communicate. I can remove this if you don't want this part merged. It also adds JFIF to the list of image formats since it's just an alias for JPEG.

Also added a seperate rangeban message for 4chan.

2022-06-21 edit: fixes CloudFlare 403, title detection was outdated. Still requires other fix - hCaptcha doesn't work. Pops up dialogue box twice, and solving the captchas does nothing.
