same issue with any storage directory, temporary code downgrade would help.

Galaxy note 9 Not sure why it doesn't show, older anything below 3.0 works fine though.

Just to clarify, when you check "show internal storage" in the menu, you don't see anything but "Downloads" in the left panel, right?

Do you have "External Storage" (com.android.externalstorage) package installed? Is it possible you deleted it somehow? It's a system default package.

These Android shell commands might be helpful to you:

pm list packages -a | grep com.android.externalstorage
am start -a android.settings.APPLICATION_DETAILS_SETTINGS -d package:com.android.externalstorage
