[BUG] Can't natively open services

Description

Opening the Services doesn't work natively :

• By typing services in the search bar
• By opening them through the Task Manager
• By doing Win + R, services.msc

However :

• The list of services appears in the Task Manager
• Opening the MMC and adding Services works

Steps To Reproduce

• Install Rectify11

Note that I've tried running sfc /scannow and DISM /Online /Cleanup-Image /RestoreHealth, which temporarily resolves the issue (as they replace the services.msc file with the original one) but any Rectify11 install mess this up again

I've had this issue for the past 5 months, and I hoped to get in the meantime an update that fixed this issue, but nothing since 3.1 and I don't wanna get an unstable build from Actions artifacts
