Can't Save File

I'm having a problem where when I download the main file it won't let me actually save it to my computer. It says I don't have permission to save it and I can't find a way to save the file in admin mode as when you open the file it does not give you an option to open file explorer in admin mode. Kind of frustrating, can anyone help me out?

Please confirm if your antivirus interferes by temporarily turning it off.
